NSCN is deadly asf. NDFB dealt repeated blows to the army untill they got what they wanted. ULFA was the most powerful at one point but too much internal divisions, mistakes and no proper planning or goals. Kukis have the most advance gear right now but are getting cooked by CRPF bhaiyas so they're pretty trash. 
I think for the most success and least damage it has to be NDFB.

There is no accurate way of knowing the casualties and successes of various groups cause both sides will  mostly deny loses. But we can make educated guesses about how successful and dangerous the groups were by looking at how the central govt treats each of them. NSCN undoubtedly. MNF comes close. Although MNF has been more successful than NSCN politically. NSCN people are respected by Indian Army officers genuinely and they refuse to even consider them as terrorists and would use the word insurgents or militants for them. GOI also respected Naga leaders more. I have seen interview and read books speaking highly of Phizo. GOI even wanted him to come back and join politics and never gave up on it. 

ULFA until Operation Bajrang and subsequently was quite successful. The death knell really came with Paresh Baruah's allegiance shifting more towards Bangladesh as a state and the BNP government than his supposed cause.

The key word is article 371c, that gives special status for Manipur. It needs to be abolished before cronies can be let in. It required that the hill committee from Manipur (consisting of MLAs from hill areas) approves policy changes related to those areas.

There’s no reason for a govt to not step in, even after 2+ months. If the govt orchestrated it for electoral gains, they already have achieved it as the majority is in favor of bjp. Minorities are already crushed, if that’s the goal. The court ruling regarding ST status for meiteis weakens kukis further. I don’t think this full blown civil war is just because of ethnic differences or ST status or electoral gains.

Vedanta was the first name that came to my mind as soon as I saw that. Once the people are bled out dry, govt can sweep them aside and give vedanta full freedom without restrictions, in addition to subsidies for business. The article also calls out favorable decisions in 2018 for FACOR (ferro alloys corporation), a subsidiary of vedanta. Search both names and you’ll find the same logo.

Now, the question is if the mining areas overlap with the areas affected by the civil war. We won’t have the full picture now as there’s still internet shutdown. But I found that the govt started evicting people from Tengnoupal district back in Feb 2023, which has some reserves.

I fear even meiteis are digging their own graves, as a bigger danger awaits them after the ethnic cleaning is over. I could be wrong, but it’s worth discussing instead of assuming the govt has good intentions and care about people.

I don't even understand why meiteis have convinced some people that it's very unfair for them to not be able to access the 90% hill area. Hill land laws have historically been different from plains. In Himachal also you cannot buy land in hills. Uttrakhand is also considering to have same laws like Himachal. If anybody is from hills they would know.  It's all about protecting the people who live in the hills. And don't think that these tribes are enjoying all that 90%. Hills are very tough to live in and very less land is suitable for cultivation. Meiteis knew that for occupying the hills they will have to bring about a change in land laws, so they found a backdoor way instead. To grant them ST status. These greedy meiteis would then come the first community to have SC, ST, OBC, EBC.
